You can download the entire application online. If you are accepted, you will need to update your application biannually. Those who have already been granted DBE certification status by the Sewerage and Water Board or under the New Orleans Aviation Board's SLDBE program do not need to apply for the City of New Orleans Disadvantaged Business Enterprise certification.

Follow these steps to apply:

1. Gather the following documentation:
  • Personal and corporate tax returns for the past three years
  • Operating licenses or other industry licenses (e.g. construction, agriculture, engineering or other professional licenses)
  • Bonding information
  • Bonding limits
  • Bonding company
  • Any loan agreements
2. Download and complete these forms: To correctly categorize your business, consult these industry-specific codes:
  • North American Industry Classification System (NAICS) codes
  • Construction CSI codes

3. Submit your application and supporting documentation via certified mail, express mail or in person to:
